We're very much in one of those areas where "should" and "does" are different things. The Germans were never going to punish any Einsatzgruppe members, and the Russians were never going to punish any soldiers for raping German women. Both groups knew it. And while it did hurt the Germans' efforts to pacify Russia, the Russians never paid any price for returning the favor.
