NIST was not tasked with exploring every possible cause.
If that were true, why didn't NIST mention that in their FAQ when asked if they had performed testing for explosive residue?
Secondly, it would be pretty darn convenient for the Bush administration to limit the scope of the investigation in such a way that no official testing for the use of explosives could ever be performed.
Gee, now why would they do that I wonder?
