The context of their report was the National Construction Safety Team Act, which "provide(d) for the establishment of investigative teams to assess building performance and emergency response and evacuation procedures in the wake of any building failure that has resulsted in substantial loss of life or that posed significant potential of substantial loss of life."
NIST was tasked with "establish(ing) the likely technical cause or causes of the building failure." Based on the evidence gathered by the various entities prior to and during the NIST investigation, explosives were not determined to be a likely technical cause of building failure for WTC 1, 2 or 7. You and your colleagues may find this to be a probable cause, but the professionals who contributed to the NIST NCSTARs did not agree.
