It's just butt covering. He apologizes to those who "felt offended", not for what he said, which was rude, offensive and inappropriate even if he had no antisemitic intent. And I love the part where he says that Jews who disagree with him still know that he's a nice guy. Bull. Nice guys don't call foreign leaders smelly even if they don't mean to call them a smelly Jew.
