Mainly because:

1) it makes them look taller.
2) it makes then appear to have longer legs.
3) it contracts the calves giving them a more pronounced shape.
4) It forces the gluteus muscles into a different shape, highlighting them also.

Having said that, though, my wife doesn`t like wearing them. She has a hard time with balance on high heels. Plus, lately she`s been having some problems with plantar fasciitis, so wearing them would be way too painful.
