but pointing a gun at someone who isn't a threat is clearly dangerous behavior. It sounds like a threat to do physical harm, so I would say it's a crime, as well as (we now know) incredibly bad firearms safety practice. I would file a police complaint. Even if the cops just go talk to him it might slow him down a bit. He sounds dangerous.
For what it's worth here is a link to a North Carolina law firm's web page. If you scroll down towards the bottom it says it is a misdemeanor offense to point a gun at someone for the purpose of terrorizing him:
