Ex-Governor Chris Christie. The deal was federal dollars would go to NJ for the specific purpose of building the Gateway Tunnel. But Christie balked at putting up any money from New Jersey. He effectively stopped the project as shovels were literally in the ground. And he KEPT THE FEDERAL MONEY (i.e., he didn't return it) and re-directed it to NEW JERSEY transportation projects.

A few years later, NY and NJ federal representatives made their cases to Donald Trump, begging for the funds to resurrect the Gateway Tunnel. As NY and NJ didn't give him their electoral votes, the project remained stalled.

It's 11 years later. Of course, the cost of building the same tunnel is going to cost more.
