14. The federal government has specialists (and often will train people) who know how to do redactions

(I remember one of my coworkers going through the training and became the FOI lead for our office). The various law enforcement government agencies would know what is supposed to be "classified" (and not releasable publicly). How much that process might have been corrupted is probably unknown at this point given how many were fired, resigned, or retired.
