6. Why would a foreign leader respond to a US court order with, " Oopsie... Too late." ?

I don't know whether it wants to keep him - although some people who are protected against deportation to their home countries are protected because they are at risk from their government.

And even though his protection was because the gangs in El Salvador were targeting, Trump's allegation is that he was a gang member - and Bukele who seems to be fond of Trump might certainly want to keep him in prison as a gang member.

But the real point is that once we send someone to a foreign country, we have no more legal power to get them back. Whether the other country would voluntarily send them back is an entirely different matter.
