Or there is a scholarship that does deal with Federal dollars, and based on Administration officials scholarships would not be affected. So she shouldn't worry.
I think it's a win-win situation.

Now, if her scholarship is piggy-backing on a Federal Grant, she might have issues, because there is no mention that Grants would not be affected.
