36. This was a scholarship as part of a federal grant.

Often the case at the Ph.D. level.

Tenured professors get grants for their research and their students
can get scholarships from the grant to work on the grant research project.
These projects are big and need a lot of hands onboard.

But thanks I am going to find out more tomorrow.
