And who would "they" be. International Law applies, but it doesn't seem to enforce against polluters of either East or West. Pollution doesn't land as the sole responsibility of the West. Don't forget, China is at the top of world pollution. Much of the Pacific garbage patch comes from illegal Chinese fishing and land waste.
