If Trump vetoes it, it's basically an admission of guilt. If he signs it, then the content will be out there, and it will be VERY hard for him to govern at that point, as the GOP will absolutely lose both the House and the Senate next November, and the investigations will get sordid indeed. I think this is it. We could see Trump resign as president due to poor health before he signs it.
