but, unfortunately, probably not the fraction of people who are doing the verbal abusing.

Then again, I suppose because verbal abuse is 'heard'. The expression may be...one "knows it when they hear it".

The average age of child respondent in this study was between 10 and 12. One quarter of them reported care-giver inflicted bullying, terrorizing, coercive control, severe insults, debasement, threats, overwhelming demands, shunning and/or isolation.

It seems likely people outside the family heard it.

The open question is would any neighbor who heard it do something about it? Would any authority care?

Parenting is a role in which behavior is given wide latitude. Why? Maybe because 1/4 of kids' parents would be ashamed of their own behavior.
