It restricts blood flow (not air flow) when done properly, leading to an oxdep high. When you release at the *cough cough* right moment, the flood of blood carries a load of hormones (dopamine, oxytocin, vasopressin and other endorphins) that hit harder if the bloodflow has been restricted.
