So I am pretty sure you can buy ammo and a rifle or shotgun, presuming of course it is legal to own in CT & NY. A handgun would still be required to go through a NY FFL.

However, you may run into gun stores that MAY refuse to sell you a rifle or shotgun because they are overly cautious, in that they would rather lose the sale then possibly deal with the ATF or the respective state AG's or law enforcement.

Any big box store that sells ammo may choose not to accept your CT non-resident permit since they are less conversant with CT law and again would rather lose the sale then possibly deal the respective state AG's.

Some state attorney generals have filed lawsuits against companies and internet sites in the firearms and accessories industry for selling things to state residents even though the item was nominally legal to sell. Prior AG's in MA were notable for this and if you do any internet shopping for firearms accessories, you will run into companies that will not ship to MA, NY, CT and some other states. It just isn't worth the aggravation or risk for them.
