Way back in 1974, Democrats Ed Koch and Bella Abzub introduced The Equality Act, which would have added sexual orientation to the protected groups under the Civil Rights act, offering protection from discrimination in housing and employment. It never passed. Eventually proponents sliced off the housing portion and created ENDA, which has been introduced repeatedly in the Congress and which has yet to pass into law.

At this time 29 States offer no protections of any kind to LGBT in discrimination in housing and employment.
