Pre-9/11, we regularly lost radio contact with planes. Occasionally, they'd even markedly deviate from their flight plan. That had been the situation since the beginning of aviation. Not once had any of these planes been used as they were on 9/11.

We were prepared for an overt attack. We were prepared do deal with a known hijacking. We were not prepared for what happened on 9/11.
