I think that #2 is most likely, with another planet the point of origin for what was observed. Humanity is a relative newcomer to flight, and other advanced civilizations probably regard us as interesting primitives. Their craft may not even be piloted by biological organisms, but rather by artificial intelligences for which time and distances matter not.
