4. When?

I guess it started when Hamas built tunnels beneath homes and apartments; and when Hamas began to shelter in civilian areas; and when Hamas began storing weapons and building communications centers in them.

The "when" part is fairly obvious. So, instead of asking WHEN, a better question to ask Hamas would be WHY? Were they hoping Israel wouldn't attack them because they were in civilian areas? Or were they hoping that Israel would kill innocent civilians so they can use it for propaganda?
