It sounds expensive, possibly more than the town is worth... not my personal opinion, but how big money people see things.

From my perspective getting rid of the toxic brine is the difficult part. There are no good solutions; at best there are acceptable ones.

I'm not an expert, it's just stuff I think about. Years ago, I used to be a regular at water board meetings. Here in California arguments about water can last decades.
