why would they bother to understand how our government works. OTOH, maybe we should encourage them to keep passing stupid laws that can not work... just like this one. At least if they are spending their time on crap like this, they are doing less damage to the actual working of government departments.
and so to the nutjobs who wrote this law....keep up the great work....
