This is done with EVERY reconciliation bill. That's what the parliamentarian does, isn't it? Determines what falls under the Byrd rule.
That's why the Minimum wage hike was excluded from the COVID relief bill (before Bernie reintroduced it and Sinema famously thumbs downed).
It's like the press has collective amnesia whenever these things happen. I saw one expressing SHOCK that Republicans might introduce amendments to the bill. That happens every time as well. Then they get voted down.
