Not only does his present situation give him the luxury to be two-faced, the Mayor's position means that he can hire as many anonymous gophers as he wishes to do the actual work and thus cover up the fact that he is a) administratively incompetent b) incredibly lazy (even by the low benchmark of the Bullingdon Boys).

There would be too many ambitious rivals in the Nasty Party nationally to let him get away with that for very long.
