If the 'conservative' student is censoring himself/herself, then what is the issue about needing 'protection'? Or is it that you want 'protection' (i.e.: legal/official retaliatory/arrest protection) so that you can say whatever you want without fear of reprisals or just getting your racist/homophobic/evangelical minded teeth knocked out when you blurt that shit out in public?

I am going with the latter.
