1. Do I understand this correctly? They want to eliminate wage control in the poorest of counties?

Giving the residents of these counties even less of a chance of having any sort of descent living.

Worth and Gentry Counties are among the poorest in the state and can ill afford any further reduction in their incomes. Worth is adjacent to this jerks district and I believe Gentry is part of it.
