The track is elevated and below it there are many homes - of different values. The street below can be exited from one of two roads - a mile apart. If the train derails on a house the occupants would be in very bad shape, indeed.

Try to look at a map, at Plymouth, 53rd Ave between Larch and Zachary. You can see the track, you can see the homes right north of it. If the train derails there, the only way to escape is to Bass Lake.
