... but he's smart. Cagey might be the better word.

Trump is evil and stupid. He's ruthless and has an animalistic survival skill-set that is reactive and brutal, but he is incapable of planning or strategizing, as they both require the capability for abstract thought and an understanding of nuance. He has neither.
