I'm sure Franklin Circuit Judge Phillip Shepherd is not pleased with Mr. Bevin's rant and might invite him to testify under oath. One more Repugnant who doesn't seem to understand that government has three separate branches.

Perhaps it could better said that Kentucky has "...the most incompetent hack of a governor."
