Small served in the Iowa House of Representatives 1971-1979, and the Iowa Senate 1979-1987, representing Iowa City and neighboring communities. A Democrat, Small was known politically for his support of progressive policies, and of the University of Iowa and the other Regents Universities.

I remember when he stepped up to run against Grassley in 2004 - glad he did that.
I loved his yard signs: "Think Big, Vote Small"
