1. Wealthy parents, and those who care about education, send their kids to private schools in Florida.

Nationally, Florida ranks second (California is first) in the number of private schools by state:

Public education in Florida has been under attack by the religious right for years, they want to destroy public education and replace it with government-funded christian schools. And a lot of elderly retirees (mostly Republicans) don't want to pay higher property taxes to support public education in Florida.
Parents who can afford it send their kids to private schools so they can receive excellent, well-rounded educations.
