1. I think the reason it's not on the actual solstice

is because we standardized the day to 24 hours as opposed to being the time from one noon to the next which actually shifts as we slow down in our orbit.

If we did local solar time (resetting the clock as needed to sync with solar noon each day) I believe the earliest sunset, latest sunrise and shortest day would all be on the solstice. I could be wrong though.
