- find whoever it is who thought building cities in deserts was a good idea and smack him or her upside the head.

Desalinization will certainly be necessary, but - and it's not a popular idea at all, but so be it - so will relocation. Some communities will simply not be sustainable.

I'm aware that, like so many other environmental issues, race and economic status will be factors here. These need to be borne in mind as we consider habitability in future development.
