The reason for that is systematic corruption and undue petrodollar influence in the West. Certainly this presents an opportunity, but so did 9/11, and nothing was done about it, except to use the attacks on the US to further the agenda of the Saudis and GCC states who now fiance ISIS.

It's a sham.
