It's a myth that drugs would cease to be a problem if everyone had a good job. Many people with perfectly fine jobs use dangerous drugs. Conversely, many poor people don't drink or use illegal drugs. I know several people who have been through drug and alcohol rehab, and most of them say they have addictive personalities, meaning they used alcohol or drugs to deal with ordinary life and everyday problems. Some of them got addicted because being high was great fun. Many people need to be dragged into court and be confronted with the choice between rehab and jail. It's similar to the situation with repeat DUI offenders.
