But I bet I know the answer. One thing that some people here seem to forget is that there is not always going to be a paper trail for everything. I suspect the cop shows like 'CSI' and the like have destroyed any ability of the common an to understand what it takes to actually gather evidence and create a case. It is not a thirty second sit down in front of the computer and suddenly, "Here it is!".

I wish that it might be this easy, but it is not. These colleges have had decades if not centuries to develop ways to shift money around and to have the means to show they used it correctly even as they do not. So, I am also curious but not so confident that there is enough real proof out there to do much about it. (I have watched too many people crank out too many nice looking documents and websites to ever feel completely secure with 'evidence' these days, unless it can be vetted from several directions.)
