Second I think that handcuffing the person was the wrong choice as they should have just backed off and let the person cooldown because the mentally ill sometimes just need time to cooldown and yes I speak from experience here as my younger brother is mentally ill and he doesnt respond well to force so we have learned to give him time to cooldown because when he is agitated there is just no reasoning with him.
