It actually sounds like a bully or bullies took out their frustration on a handicapped PoC. The "mentally ill" only get a pass if they're white and middle-class. Like that white lady in TN that took it upon herself to spray the neighborhood with pistol-fire, then was allowed to cruise merrily down the highway continuing to pepper the rest of the public with gunfire, apparently till her ammunition ran out..
A white middle-class mental-patient survived to enjoy the treatment her insurance affords her, a black mental-case got "subdued". The justice system in the Land of the Free, for those that can afford it.
They have training, they just don't give a fuck. I'm absolutely certain there isn't a police academy in this country that doesn't have classes in psychology and handling mentally ill persons. The problems that plague our law enforcement establishment go far beyond inadequate training.
The badge is attractive to the emotionally unbalanced, the intellectually inadequate, the otherwise unemployable. That's how governments get security for the upper-classes on the cheap. Cops are uniformly "conservatives", and like most lower-class conservatives they're racist bullies, lazy and arrogant. And obsessed with firearms.
Reagan slashed budgets for mental-health care for the lower classes, leaving it a problem for the police. Cops are unsympathetic brutes that deal with these handicapped unfortunates with brute force, beating them into submission. Sometimes they overdo it and "subdue" them to death. Especially when they belong to a separate class of humans they consider sub-human to begin with.
Not to worry, though. They have folks like you to cover for them.
