You're using the original bill, which was 10 years, and which died in committee. The CR had the bill Take 2, which was 5 years. That was dropped for the Elon failed bill, then dropped from the ultimately passed CR, then passed separately.

So, yes, $60 million is gone from the ORIGINAL bill, but the original bill wasn't in the CR pre- or post- Elon.
