11. It's the D.C. jail "2 miles from the Capitol"

Those who have been incarcerated awaiting trial and/or final sentencing to a federal prison, have apparently been put in a certain "wing" of the D.C. jail. I expect they are talking about the "D.C. Central Detention Facility" which is near the U.S. Capitol building.
