which sort of illustrated why we were always "taking out the 2nd in command" and rarely the "head".

I.e., they don't operate through a strict hierarchical/pyramid structure but through one that is more "flat".

I think some of this was a result of what was happening earlier this year with attacks on our bases in Iraq (and Syria, and even Jordan).
