5. More precisely, about 21% of registered NC voters voted for Amendment One:

only 34.33% of the registered electorate voted; 61.05%, of those actually voting in the primary, voted for Amendment One; and 20.98% = 61.05% of 34.33%

Put another way, 79% of registered NC voters (4 992 807 of them) did not vote for Amendment One -- and in fact 66% of registered NC voters (4 132 685 of them) did not vote at all
