Ruby Ridge is, to them, an example of a tyrannical federal agency run amok, exerting its ivory tower agenda over the good people of the United States. Since they often reject the fed's authority (while happily accepting federal payouts), they feel that any fed involvement is unacceptable. They said the same about Waco.

But the way they see it, a cop is an agent of the community and therefore has authority to act unilaterally at the local level, even if it means murdering an innocent child in front of his family. With this in mind (supplemented with no little amount of racism), they can excuse any number of blue-on-black deaths, while a handful of white deaths even 20 years ago is still a fresh abomination for them.
