I can tell you our city council (save one), mayor & police chief are all white. We do have one person of hispanic decent on the city council. I know of no members of the African American Community that have run for city office (there may have been some, but I don't recall). The St. Louis County Executive, Charlie Dooley does happen to be black (however, he just lost the Democratic Primary so will be replaced by someone who is white depending upon who wins in November. As to the specific question of the school board (Ferguson-Florissant School District) I don't know the mix of the school board or who has run in the past. There may or may not have been black candidates.

I can tell you that from the ward meetings in my city that I have attended over the years, I recall attendance being mostly white and mostly older folks, but that is just my observation. I was very briefly on one of the advisory boards a few years ago in my city and all members were white.
