2. Many States have stepped of prosecution of doctors

A movie star might be able to offer a doctor a lot of money....but most doctors already have a lot of money....and they don't want to lose their license/do jail time.

Also, some of the opiate pills have been modified with a binder, that prevents them from being crushed into a powder, and snorted.

So, there's a shortage of illegal pills.
