He's been able to take on high risks that others couldn't simply because he has such a big buffer of cash to fall back on if things go seriously wrong (as they have repeatedly), and he's bought enough political influence to fend off oversight (particularly OSHA and EPA, who have now been pithed by Trmp) and even bought his way out from under scrutiny by shareholders.

"Move fast and break things" is how an artillery shell succeeds in its mission, but at the end of its trajectory it self-destructs. Musk is more likely to be sentenced to life in prison by at least one country if he doesn't do the same.
