8. That was before continued tRump bellicosity against Canada, so it had little effect but was kind of traitorous

In other words, I think tRump's team was unable to comprehend her strategy or were unable to make tRump understand or were unable to reach tRump on the point. So I don't think Steele was as effective as she hoped when she sold out and she may have actually damaged the Conservative brand by linking herself and Mr. P to tRump so effectively.

If his team did get to tRump and get him to understand, maybe once the phone call was scheduled, he may have shot himself in his foot by shooting Pierre "insert slogan" Poilievre in the foot too. Mr. P now faces a further strengthened Carney after this reversal because it very much looks like his speech and his phone call tamed the orange beast. Who knows what was actually said, but Carney, PhD., certainly got a result. Any reverse psychological swing in Poilievre's favour is outweighed by the positive impression Carney made on everyone involved.

It highlights another aspect of tRump psychology sometimes remarked on. Publicly he is either for you "bigly" or belittling and bullying you. Not much in the middle. Now he spoke of the call as if it were with a chum arranging a two-family barbecue.
