Anarchy is the absence of hierarchy. That does not imply chaos except to the British landed nobility, who feel that their very being in their privileged status is the thin red line between order and chaos. That's where the usage of the word here is from. Society in many places, it seems, can do quite well without a heredity nobility or their input. So chaos, not anarchy. Trump would never approve of the absence of hierarchy, since he imagines he's the pinnacle.
