A bank is robbed, we have evidence of who robbed the bank. The bank employees give a good description of the robber to law enforcement, to the FBI. Law enforcement tells the bank to get its security people to investigate and then get back with them later. After a couple of months the bank's security tells law enforcement they know the house where the robber lives, know the name of the robber. law enforcement tells the bank's security to ask the robber nicely to give the money back. Bank security gets the robber to give some of the money back but not all. Finally after over a year the bank's security begs law enforcement to take over the investigation.

The FBI goes to the robbers house and sure enough they find "most" of the money. The FBI takes pictures of the stolen money and confiscates it and returns it to the bank, but there is still missing money. The boss of the FBI doesn't issue an arrest warrant, he wants more evidence to really prove this was the robber who stole the money so he appoints a prosecutor to do more investigations. Finally after years pass by the prosecutor indicts the robber and he is scheduled to go to court. Sadly, a friend of the robber is allowed to be the judge and she delays and then dismisses the case. The robber goes free and the friends of the robber on the Supreme Court make the robber immune from prosecution.

Not Believable? That's the way it went down.
