Workings in physical terms. The leaders didn't want their knowledge to be given to the unspiritual...throwing pearls before swine. But they created lessons that would reveal their truths when followers were ready to learn. One recurring image is water, seas, rivers, even a pool. This separates the physical world from the spirit world. Hence, fish represents those who are entering the spirit level. Swine are given evil qualities and jump into water on their way to work out these spiritual debts via a human life. Another frequent metaphor is a mountain or hill. Placed after a water image, they represent spiritual progress on the other side.

This metaphor is meant to explain that spiritual values are the bread and butter of what develops soul growth on the other side. Bread can have yeast which can increase the size of its dough. Fish, being souls crossing over, represent soul values. Since this scene occurs on a mountain, the crowd is not human but souls. The other side has more than enough soul food to never run out.
